EXTREMELY URGENT: CHINA'S DOG CULL

 

 

 

ATTN: ALL UNITED STATES AND INTERNATIONAL MEDIA

 

Dearest Friends:

 

I am sending you this letter to ask for your much needed assistance in helping

us put out the extremely important and horrible news of what is happening in

China right now. As of this moment Chinese officials and those hired by the

government are on the streets with clubs, bats, machetes, sticks, anything you

can imagine beating to death any and every dog they come across. This is known

as the Beijing, China dog cull, and as you can see by the attached it is a

horrific and barbaric practice.

 

Allow me to quote from an Asian animal welfare group's news story, " The ban on

major pet forums (see luckycats announcement here and Chinapetforum announcement

here) discuss the dog-related measures in the city. There is also a lot of

discussion in the BBS of this animal protection site started by dog lovers,

including petitions against the injuring and killing of dogs. You can also read

an English report here.

We have also found unconfirmed stories, not found in any official reports, of

a middle-school girl in Beijing who jumped off the fifteenth floor of a building

when the Man came to take away her dog. She, the story says, pleaded with them

as they tied up her whimpering dog, finally threatening to jump out the window

if they took the dog away. The dog authorities called her bluff -- except it

wasn't a bluff. As animal lovers, we felt sickened and furious at all the

pictures of dogs beaten to death we came across while searching for information

for this post. Sadly, it reminds us of the crazy sparrow campaign . "

As we know that this is not only related to " rabies " as the Chinese government

would have you believe but to a " clean up " of sorts of their streets before the

Olympics, there are hundreds of thousands already boycotting anything and

everything Chinese, as well as adding any Swiss product to this International

boycott. Why you ask? Because the IOC in Switzerland is well aware of this

horrific situation and has done nothing to try and stop it, and there is no

excuse for the mass murder of " man's best friend " .

I am most grateful for your very valued time and attention, we are counting on

you to help us put out the word, and do everything possible to put an end to

this slaughter in the streets.

Doggone China's canine crackdown

POSTED: 10:25 p.m. EST, November 8, 2006 BEIJING, China (AP) -- First it

was one child. Now authorities say Beijing families will be allowed only one

dog.

The restriction is part of efforts to stamp out rabies, state media said. It

follows a campaign in August in which thousands of dogs were killed in order to

fight the disease.

China's capital will institute a " one dog " policy for each household in nine

areas, the official Xinhua News Agency said Wednesday.

" Only one pet dog is allowed per household in the zones, and dangerous and

large dogs will be banned. Anyone keeping an unlicensed dog will face

prosecution, " Xinhua said.

It said rabies killed 318 people nationwide in September.

Rabies is on the rise in China, with 2,651 reported deaths from the disease in

2004, the last year for which data were available.

Only 3 percent of China's dogs are vaccinated against rabies, which attacks

the nervous system and can be fatal.

China has limited most urban couples to one child and those in the countryside

to two since the 1970s in an effort to limit population growth and ease the

strain on resources.

The dog limit was announced by Beijing police and the city agencies for

agriculture and commerce, Xinhua said.

A notice on the police department's Web site did not refer to a " one dog "

policy but said a clampdown on stray and large dogs would be implemented.

It called on dog owners to " create a harmonious society and be a civilized dog

raiser. "

Harmonious society is the term for President Hu Jintao's campaign to share the

gains of China's rapid economic growth more fairly across all levels of society.

Authorities prompted an outcry in July and August when they launched several

mass-slaughters of dogs to curb outbreaks of rabies.

In one county in the southwestern province of Yunnan where three people had

died of rabies, authorities killed 50,000 dogs, many of them beaten to death in

front of their owners.

Many people also supported the move, saying it was the only way to contain the

disease.

It may be the Year of the Dog, but Chinese authorities are not so friendly

towards Beijing's canine companions.

Beijing Executes Dogs in Mass Cull

Urge Chinese Ambassador to U.S. to stop the killing

On Tuesday, November 7th, the Beijing Municipal government started a massive

canine killing campaign aimed at eradicating large-breed dogs, unregistered dogs

and smaller dogs who exceed the one dog per family quota. At this time, it is

not known how many dogs have been killed or will be killed in the coming days as

the cull continues.

Beijing's brutal actions are reminiscent of a rabies cull conducted in August

of this year in the southeastern county of Mouding in Yunnan Province. Officials

there ordered the brutal execution of nearly 55,000 dogs -- 90% of the region's

canines -- over a five-day period because of a rabies scare. Authorities

bludgeoned most of these dogs to death right in front of their guardians, while

poisoning, hanging or electrocuting others.

Now it seems likely that this atrocity is being repeated in a crude attempt to

make Beijing " rabies free " in time for the 2008 Summer Olympics being held in

the Chinese capital. The international community and public health organizations

have strongly criticized China for their cruel and reactive dog culls and for

failing to implement effective preventive methods of controlling rabies. If the

city of Beijing is modern enough to host the Olympic Games, then they certainly

have the ability to humanely manage communicable diseases through such measures

as vaccinations and spaying/neutering of companion animals.

Instead, authorities are also enforcing other draconian laws to reduce the

canine population. For example, they plan to round up and kill all stray dogs,

all those over 35 centimeters (13.7 inches) tall, and all those who exceed the

one dog per family quota. Many Chinese citizens regard their canine companions

as members of the family, just as people in other cultures do. To arbitrarily

take these animals' lives is an affront to the bond between people and the

animals they so dearly love. It also brings shame upon China in the eyes of the

world.

 

 

Call or fax the Chinese Ambassador to the U.S. immediately and urge him to

push his government to put a stop to the killing in Beijing and to initiate

effective preventive measures against the spread of rabies.

If you were a dog owner in Beijing, and you happened to own a German Shepherd,

St Bernard, Golden Retriever, Husky, Collie, Shetland Sheepdog or even a Cocker

Spaniel, you could get a visit from the authorities. According to the Beijing

Dog Keeping Regulation of 2003, 41 dog breeds are classified as dangerous dogs,

and any dog over 35cm (14 inches) is banned from the major part of Beijing. From

November 7th, the authorities will enter people’s homes to confiscate, and

presumably kill, any dog that does not meet its regulations. All unlicensed

animals, and any house with more than one dog, will also be affected in the same

way. The city claims that it will remove all ‘big?and ‘dangerous?dogs from

Beijing within a month.
