3. The Secretary, Government of India, Ministry of Environment &

Forests, Paryavaran Bhavan. CGO Complex, Lodhi Road, New Delhi - 110

003. INDIA.

Dear Sirs,

I was appalled to learn of the brutal slaughter of a Himalayan Black

Bear by villagers in Pir Panjar in Jammu and Kashmir. The image of

this sentient, intelligent, endangered species being stoned and

hammered and set alight by the local villagers has sickened every

single one of us working in the field of bear rescue and conservation.

Notwithstanding the obvious animal welfare implications of such a

hideous and shameful act, this species belongs to Appendix I under

the Convention on International Trade in Endangered Species (CITES)

and is a protected species under the Wildlife Protection Act of

India; and thus afforded the highest protection under current

international and domestic regulations.

It is astonishing and beyond belief that officials from the Forest

Protection Department; the very people supposedly charged with the

protection of this species, together with the Police, were present

and observing this barbaric demonstration for well over an hour

without any attempts to intervene.

On behalf of the Animals Asia Foundation and our thousands of member

supporters across the world, who support projects to help and

conserve this same species in China and Vietnam through our " Moon

Bear Rescue " campaign I urge you to take immediate action with the

relevant authorities to bring the culprits to justice and ensure that

such an incident never happens again.

Sincerely,**
