YOu can also try a very clean coffee grinder if you have one (they're pretty cheap and I used to have one for grinding whole spices when I was in college, but it's since gone away). They might also sell powdered fennel, or ground fennel at the grocery store. I would look for crushed fennel in the store, :-) I bet a coffee grinder would crush it pretty well too. Good luck, let us know what you try/find.
