Kenji Kondo, 39, a resident of Seto, is accused of violating the Law Concerning the Protection and Control of Animals. He is suspected of leaving loose six dogs, including the one involved in the attack, and failing to vaccinate and register them with the municipal government. In February 2006, Kondo imported a pregnant Great Dane from Germany for about 1 million yen, investigators said. He later sold three of the dog's 11 puppies for between 350,000 and 500,000 yen, without registering himself with the prefectural government as an animal dealer, according to local police. Three puppies died, and Kondo kept the remaining five along with another dog, all unleashed, at a disused convenience store prior to selling them.
