Illegal Patiala zoo: HC issues notice to govt

The Punjab and Haryana high court has issued a notice of motion to the

government of Punjab on the basis of a public interest litigation (PIL) filed

against the establishing of an unauthorised zoo in the Baradari area of Patiala

by PUDA.

Council in the case Ashwani Kumar Bansal had filed a PIL in the court on the

basis of news report published in The Tribune regarding the illegal zoo. In the

petition it was alleged that keeping exotic birds in a zoo without any

authorisation violated section 38 of the Wildlife Act.

The petitioner also demanded a ban on carrying of plastic bags in the Chattbir

zoo. The plastic bags led to the death of an emu in the recent past.

On the basis of the facts presented in the case, the high court issued a

notice of motion to the Punjab government, PUDA and Chattbir zoo authorities.

As reported earlier in these columns, an unauthorised zoo in the Baradari

garden of Patiala is posing a threat of bird flu. About 50 exotic birds, mostly

pheasants, are being kept in the enclosures constructed by the Punjab Urban

Development Authority (PUDA) here in violation of norms.

The sources in the department of wildlife, while speaking on the condition of

anonymity, said the pheasants were prone to spreading bird flu if not kept under

proper care and observation.

Interestingly, PUDA was maintaining the exotic birds in the zoo instead of the

wildlife department of the state. The PUDA authorities, who have no expertise on

the subject, were forced into the job due to whims of the previous government.

Recently, the central zoo authority in a communication to the wildlife

authorities of states had warned of the threat of bird flu posed by birds being

kept in captivity.
