Dear Members

Could you please all read the article below which was published in The Hindu

today.

At first glance it makes the Trivandrum Corporation sound like they really

care about dog health , but it is another way to get the public on side whilst

they continue to kill the stray dog population in a brutal fashion. If a

injection of a banned substance into the heart ( not by a vet , but by a person

who had three days training into how to handle dogs) , and then hitting over the

head with a shovel any dog that has not quite had enough poison to kill it, is a

humane method , then this is news to me.

Vizinjam , the area the Corporation is saying it will now be collecting stray

dogs from, is the area ARK has been working in for almost the last 5 years. We

are sterilising and releasing to the letter of the law of the ABC rules. There

is not stray dog menace in this area as ALL the dogs in this area have been

sterilised and vaccinated , and as the program has been on-going for so long ,

the dog population has declined. The incidence of Rabies in this area is ZERO ,

and any dog that is sick or injured is treated, or if is beyond help, is

euthanized humanly by a vet , so they cannot claim sickness as their reason to

kill.

The Mayor claiming that we are releasing dogs in their suburbs is utter

nonsense. They have been killing for the last six month and we have not released

any dogs in the killing zone since this came to light , in fact we still have

many dogs in our kennels who were picked up from these areas before we were

aware of the killing , and they will not be released back to their homes until

the law protects them.

I have had much support from aapn member societies , but now that they are

threatening to come into my Memorandum of Understanding area and kill many dogs

that, far from being a nuisance , are liked by many local people. They will undo

5 years of our work in the blink of an eye. I am begging that something be done

quickly to stop this.

I live on my own at the rescue centre, and since this hate campaign against

ARK and me personally I am frightened. The Mayor is doing all he can to be rid

of me , and he obviously has a powerful Alli in The Hindu, one which is not

concerned about printing the truth , but more concerned with stirring up racial

hated against me as a foreigner ( this has been pointed out in a derogatory

fashion in many of their articles against us and the dogs )

I cannot personally do any more to try and stop the Corporation as if I am not

here there will be nobody here for the dogs.

Please help

Kindest regards

Kerala - Thiruvananthapuram

Corporation plans hospital, ambulance for pet dogs Staff Reporter

Civic body to insist on licence, vaccination for all pet dogs

THIRUVANANTHAPURAM: The Thiruvananthapuram Corporation will soon launch a

hospital with `inpatient' facility for the treatment of pet dogs and a

veterinary ambulance to transport sick dogs to the hospital. Addressing a

press conference here on Friday, Mayor C. Jayan Babu said the Corporation would

also start a dog hostel for keeping the pet dogs when their owners go out of

town for short durations. The Corporation will be giving health cards to the pet

dogs after conducting detailed investigations on their health status and

administering the required vaccines. The card will have all the details of the

dogs including its date of birth, date of administering vaccines and disease

history, if any. He said the Corporation would insist that all the pet dogs

should have a licence and those who release unlicensed pet dogs to the

street would be proceeded against. The annual licences would cost Rs.25 while

the anti-rabies vaccines will be provided at Rs.5 each. Licenses will be issued

only to those dogs, which have been given the vaccine. The Mayor disclosed

that the Corporation had already awarded the contract for constructing the

hospital for dogs at an estimated cost of Rs.12.5 lakh to the Habitat Technology

Group. The Corporation has so far given licence to about 5,000 pet dogs in the

city during the previous financial year and proposed to give licence to all the

pet dogs here by this year. The Mayor said the Corporation had caught nearly

2,200 stray dogs after the launch of the integrated anti-rabies project titled

`Suraksha' in November last, and had killed nearly 80 per cent of them as they

were violent or sick. The remaining 20 per cent were given to those interested

to `adopt' them. Humane methods He said only humane methods were being

used to catch and kill stray dogs. The

tender for the `blow pipe' device for tranquillising and catching violent

street dogs is being finalised. According to Corporation senior veterinary

surgeon L. Ravikumar, there was a visible dip in the stray dog population in the

city after the launch of the Animal Birth Control (ABC) programme as part of the

`Suraksha' project. As per the census conducted by the Animal Husbandry

Department in 2003, the city had a stray dog population of 17,000. Even though a

strict second round of census is yet to happen, casual observations indicate

that there was a dip of 40 per cent in the stray dog population, according to

Dr. Ravikumar. " The elimination of the edible waste from public places as part

of the `Capital city, clean city' programme also seems to have contributed to

the reduction of stray dogs in the city, " Dr. Ravikumar said. Probe sought

The Mayor demanded a probe into the activities of the Non-Governmental

Organisation (NGO) Animal Rescue Kerala. He said the NGO

had launched a project with assistance from the Animal Welfare Board for

conducting ABC programme for street dogs in Vizhinjam panchayat. However, the

panchayat has now sought the cooperation of the Corporation for conducting

programmes against the street dog menace. Survey findings He also alleged

that activists of that NGO were releasing the stray dogs in border areas of the

city like Sanghumughom after sterilising them. On the other side, the NGO

office-bearers were even trying to block the veterinary volunteers of the

Corporation while they were engaged in drives against street dogs. The Mayor

made it clear that the Corporation found it absolutely essential to subject

violent and sick stray dogs to euthanasia and the High Court Division Bench had

already given the necessary clearance for this. Dr. Ravikumar said as per a

survey conducted by the veterinary wing of the Corporation, nearly 80 per cent

of the stray dogs were found to be suffering from one disease

or the other. The Corporation will be holding a seminar on `Suraksha scheme

and rabies prevention' at the VJT Hall here on Monday. Exhibition of pet

animals, administration of anti-rabies vaccine, and a veterinary exhibition will

also be conducted . © Copyright 2000 - 2006 The Hindu

Everytime I read such letters, I feel that people like Avis are more

thoughts and wishes, as animal advocates, are with you. We hope for the

best for you, as well as the poor creatures you protect and take care of.

With best regards and all of our respect,
