Steps to control stray dog menace in Bangalore

Government orders probe into efficacy of NGO-led approach

 

 

 

 

 

Bangalore: Shaken by the public outcry against the death of a young boy in

an attack on Wednesday by a pack of stray dogs in BEML Layout, the State

Government and the Bruhat Bangalore Mahanagara Palike (BBMP) on Friday announced

a raft of measures, including putting mad, ferocious and rabid dogs to sleep.

All other stray dogs will be sterilised.

 

An inquiry has been ordered into whether the non-governmental agencies

responsible for the Animal Birth Control (ABC) programme over the past six years

have succeeded in their task, Health and Family Welfare Minister R. Ashok said

on Friday.

 

He said the Government was examining whether or not criminal cases could

be filed against health officials of the corporation, and NGOs such as

Compassion Unlimited Plus Action (CUPA) that were given generous funding to

control the dog population.

 

Earlier, in separate press conferences, Public Works Minister H.D. Revanna

and the BJP MLC `Mukhyamantri' Chandru attacked the BBMP for failing to protect

children from " ferocious and mad dogs " in Bangalore.

 

The Health Minister, explaining the legal hurdles that prevented the

Government from killing dogs, said he would write to the Union Government to

amend the Prevention of Cruelty to Animals Act, 1960.

 

Mr. Jairaj said all unauthorised mutton stalls and those selling mutton on

pavements would be immediately closed, as there were complaints that the stall

owners threw leftovers out in the open, which dogs fed on.

As per ABC Rules It is duty of MCs/Local authorities to adopt this at all stages

and get help of AWOs /NGOs.But They expect from AWOs to do all this and start

probes into serious efforts of NGOs which work with so much constraints.

By doing this ,They try to cover their ineffectiveness and slugishness to

adopt this properly.AWBI and all NGOs/AWOs should make the Govt. know that it is

their inefficacy-that problem is increasing.
