Of course dogs do not belong in this environment at all but as long as the zoo profits from this and the public supports it how will you convince the zoo to give up the dogs? I would suggest that you try to liberate them one at a time (as long as they will not be replaced) if you have another better environment for them. If you cannot liberate them for a better environment perhaps the zoo will agree for volunteers to at least walk them? Then with small changes over time you can have no more dogs in the zoos eventually? Best of luck in your worthy project.
