Wildlife Dept comes to aid of elephants

Coming to the aid of elephants in the state, the Wildlife Department of Punjab

has issued directions to all divisional forest officers, conservators of forests

and other officers to ensure that these gentle giants were protected and taken

good care of in captivity.

The directions come in the wake of the issue taken up by Dr Sandeep K. Jain,

honorary wildlife warden, Ludhiana, and state coordinator, People for Animals

Punjab, who had stated that the rights of elephants should be protected under

Section 38 H of the Wildlife Protection Act, 1972.

Dr Jain said that vide a letter no. Misc/Elephant/13-II/6025-45 dated

26-03-2007, the department has directed that the Schedule I animal should be

protected against cruelty in circuses and private captivity. The guidelines say

that the animal should be implanted with microchips for easy identification. It

should be tied only in one leg with chain covered by leather tubes, the legs for

tying may be kept changing and should be tied in both the legs only if any

elephant is excited, irritated or creating any problem. Other restraining

measures can also be taken under these circumstances.

The guidelines provide that the elephants in captivity should be walked for at

least two hours in the early morning everyday. Tree fodder like peepal, jamun,

neem should be provided with branches.

Treatment records should be kept as per proforma of CZA. Fecal samples of

animals should be examined periodically in laboratory and screening against

infectious and contagious diseases should be made regularly.

The department has also asked the concerned authorities to ensure that the

birth, death and acquisition report should be submitted to the Central Zoo

Authority at the end of each financial year.

It has further directed the circuses to procure a set of tranquilising

equipment with essential drugs for meeting the emergencies.

Any violation of provision under Section 38(H) of Wildlife Protection Act

attracts a term of imprisonment up to three years or fine up to Rs 25,000 or

both. The animal can also be confiscated.

Various organisations all over India are demanding proper protection to

elephants in view of their endangered status. They are demanding that no

movement of elephants be allowed from outside states if the owners have not

obtained recognition from Central Zoo Authority.

The Government of India has also set up " Project Elephant " on the lines of

Project Tiger to protect the animals.
