Guest guest Posted February 5, 2007 Report Share Posted February 5, 2007 This news item brings forth another specimen of S.P.C.A. in Kerala that encourages and conducts animal races and carnivals.The Secretary of Palakkad S.P.C.A. is the Secretary of the cattle race club there who finds no qualm in conducting illegal cattle races. Here another gentleman from the Kollam S.P.C.A. is giving directions to the elephant owners to limit the number of elephants to participate in melas,carnivals and races to 50!! GREAT!!! and he claims to be the ''technical expert'' of the S.P.C.A. There are stringent provisions in the P.C.Act 1960 and the Captive Elephants Management Rules 2003 [Kerala]which if properly imposed could stop elephant carnivals or illegal transport [smuggling] of elephants into Kerala. B. Aravind, technical expert to the SPCA, said in a statement that elephants showing symptoms of `musth' should not be made to participate in the rituals. Warns of action Police cases will be registered and stringent action taken against owners and mahouts who bring in elephants with `musth' symptoms. Temple authorities should ensure that precautionary measures are taken while organising elephant processions and shows. The strength of the elephants participating in the rituals should be restricted to 50. The time period for elephants in `ezhunallippu' rituals should be reduced. The rituals should begin only after 3 p.m. Firework displays should be held 200 meters away from the elephants. Elephants should be given proper food and water.
