Subhashan Reddy said on Wednesday that he would write to the Centre seeking necessary changes in the Prevention of Cruelty to Animals Act to tackle the stray dog menace in the city. Justice Reddy was talking to this correspondent after inspecting the Koti Women’s College campus, where street dogs bit eight persons on Monday. “There is no way that animal welfare can be superior to human welfare,” he said. The Municipal Corporation of Hyderabad and the police told SHRC officials that they were unable to effectively tackle the stray dog menace in the city because of the provisions of the PCA Act. Justice Reddy then asked the MCH and the police to detail the provisions in the Act obstructing their attempt to curb the menace. Packs of stray dogs have been attacking residents of many areas in the city for the last two weeks. As per the notice served by SHRC, Koti College principal P. Vijaya Lakshmi, MCH additional commissioner R. Ram Mohan Reddy, MCH chief veterinary officer P. Venkateshwar Reddy and Sultan Bazaar ACP A. Narayana were present at the college. “We have asked the police, the MCH and the college management to submit reports by April 30,” he said. “We will issue orders based on the reports and will also outline steps to be taken to prevent such incidents.” SHRC has also asked the MCH for a report on the incident in Research Centre Imarat (RCI) in Kanchanbagh, wherein a mad dog bit eight people including five students on Tuesday. Justice Reddy expressed satisfaction at the treatment given to dog bite victims and added that SHRC might order compensation for them during on April 30.
