I use quinoa flakes and quinoa flour as a substitute for oats and find that it works very well. Quinoa flakes are delicious in cookies! I don't live in the U.S. The oats in my country can be from Australia, from Ireland, from the US, and elsewhere (brand and kind dependant). Poha usually should be soaked before using in something like cookies but it would work. Personally we don't have a problem with oats but I know many people do thing it is better to avoid it. Oatmeal may be grown in the same fields as wheat, and they may be processed in the same mills as wheat. Having said that, I know several celiacs who continue to use oats on a fairly regular basis, here in North America. I use them occasionally with no obvious problems. My plan is to try it occasionally, then see how I register on my very rare GF medical tests. I do hear you.
