For a recipe like this, I generally use a heaping tablespoon and blend it with cold water. Then I add to the hot mixture, stirring, and continue adding slowly until I get the thickness I like. I suppose saying about 1 Tbsp. would be appropriate. It's interesting they didn't give a proportion for this.
