I've used this substitute for years, as a cost-saving device: 1/4 tsp. baking soda + 1/2 tsp. cream of tartar = 1 tsp. baking powder The only drawback is that it won't be effective if you mix it up in advance, so it can get a bit fiddly if you're using a recipe that calls for both baking powder and baking soda.
