Then add liquid ingredients and blend until dry ingredients are moist. 1 cup rice flour 2/3 cup potato flour 1/2 tsp salt 8 tsp sugar (optional) 1 tsp baking powder 2/3 to 1 cup water In a measuring cup, whisk together: 1 Tbsp. oil 1 Tbsp. water 2 tsp baking powder Beat the mixture of oil, water and baking powder into the batter.
