Guest guest Posted July 15, 2007 Report Share Posted July 15, 2007 * PIL by PFA Tribune News Service* Chandigarh, July 14 A notice has been issued to the respondents by the high court, here, on receipt of a petition filed by the chairman of People For Animal (PFA), Haryana, on rampant cruelty perpetrated on animals and careless implementation of laws passed with regard to the animal population. The petition filed against Punjab and others said following a high court directive in 1998, Punjab government declared having set up 73 infirmaries for animals and Haryana 43 infirmaries. However, these infirmaries only exist on paper. As per rule 3 of the Prevention of Cruelty to Animals Act, every state was supposed to set up a society for prevention of cruelty to animals (SPCA). But neither Punjab nor Haryana had set up an SPCA, said the petition. The municipal laws on stray animals and the law on slaughtering of animals were also not being followed by the respondents.
