I guess the thinking behind that is that if they changed it to litres people would drink as many litres as they used to drink pints and the alcohol problem here would be even worse than it already is. Also I guess we are pretty resistant to change. Road distances are still in miles, although that was meant to have been changed to kilometres years ago and despite the fact that 99% of all other things measured are done in metric.
