He'll have to pay a surrender fee though - sadly this isnt a one off story and happens numerous times weekly. There is also an unofficial group called Independent Pet Rescuers - they are more likely to help for free. All their numbers are available from the internet. It may sound cold, but your friend might consider euthanasia as a kinder option in future, especially as he doesnt seem to have the time to devote to rehoming. There are a huge number of stray cats and dumped pet cats in Malaysia so this story repeats itself over and over. Hope that helps.
