Makati protecting animal rights, too

The city government of Makati has signed an agreement

with an animal rights group that seeks to prevent

cruelty to stray cats and dogs caught by the city

pound.

 

The memorandum of agreement signed by Mayor Jejomar

Binay and Compassion and Responsibility for Animals

president Nancy Cu Unjieng calls for an ethical

treatment of stray animals from capture methods to

captivity.

 

Unjieng said most animal pounds in the country,

particularly in Metro Manila, were unfit in terms of

facilities, with animals forced to squeezed into

cramped cages.

 

" Our organization had been coordinating with the

Makati City Pound and rendering work in the area and

we thought that there are things needed to be changed

for the benefit of the dogs and follow animal

welfare, " she said after the signing ceremony at the

Makati City Hall.

 

Under the agreement, Unjieng's group and city hall

will ban the crude practice of " collaring " stray

animals in the streets. Instead, catchers should use a

sturdy net in lifting dogs into the pound van.

 

The undertaking also mandates that the animals in

captivity are given basic necessities like food,

water, decent shelter, and proper medications and that

a resident veterinarian is available during office

hours.

 

As for the holding period, each animal caught will be

given a maximum stay of six days following City

Ordinance 2004-A-010, before disposal options such as

being put out for adoption or euthanizing by a duly

licensed veterinarian authorized for the task.

 

Binay said he welcomed the advocacy and that mutual

cooperation would ensure the success of the joint

effort.

 

" There should always be a constant communication

between the public and the city government to address

and solve the pressing problems of our community no

matter how small or big it is. "

 

Unjieng said the effort should serve as an eye-opener

to other local government units in Metro Manila in

promoting animal rights.
