BMC in dilemma Mayura Janwalkar Saturday, October 20, 2007 03:05 IST *Files affidavit in HC stating that the rehab of strays will be heavy on the civic body's pocket* MUMBAI: Opening a debate on the expenses for housing stray dogs in ponds, the BMC on Friday submitted an affidavit to the Bombay High Court saying, " It is questionable whether BMC should spend crores of rupees on feedings stray dogs when we do not do so for poor people in Mumbai who are starving. " As per the affidavit, the BMC has suggested that this expenditure should be borne by the state government as it will be very heavy on the BMC's pocket. The affidavit filed by joint executive health officer Dr GT Ambe also states that that the BMC is caught in a moral dilemma over whether male and female dogs should be lodged separately or together in the proposed shelters. T he state government will hand over two plots of 25 acres and 22 acres in Palghar and Thane respectively for construction of dog ponds in the next 45 days. Ambe has further pointed out that the residents of Thane had 'vehemently opposed' the construction of ponds and shifting of dogs from Mumbai to Thane in a meeting conducted in a meeting convened by the guardian minister of Thane district. Arguing for In defence of Animals, an NGO, advocate Rahul Thakur said that lodging of dogs in closed premises would not be a workable solution. The court, however, said it was premature to say that. Ambe's affidavits says that despite the BMC asking NGOs conducting sterilisations of dogs to submit details of their payment only two NGOs so far have come forward with details. Arguing for Welfare of stray dogs, an NGO, advocate Zal Andhyarujina told the court that guidelines need to be set for decisions to be taken by the committee that was appointed after HC directions. He also contended that the payments made to the NGOs are inadequate. The BMC is paying NGOs between Rs 300-600 per sterilisation depending upon the method and infrastructure used. International Animal Rescue, a UK-based organisation, had volunteered to carry out free sterilisations. It has however withdrawn its application from the case as a dog pond outside Mumbai would not be a feasible option for them. A full bench of Justice S Radhakrishnan, Justice DB Bhosale and Justice VK Tahilramani, in the meanwhile, has asked the BMC and the NGOs to continue with sterilisations and the clearing of garbage. Many Local authorities have not started it yet and the population, also increases in meanwhile. As the problems arise in Cities, so it has to be tackled locally. Local authorities have to setup sterilisation Units and dog Pounds.As the Dogs are not to be kept for long, there will not much expenses. Moreover MCs can generate Money by registering Dog breeding and making it compulsory for other pets. The NGOs has role of supervision mainly.
