APPEAL

 

Dear great animal lovers.

 

Greetings to you all

 

I am before you all with humble request for justice and my savior

from scruples persons.

 

Let me start from beginning:

 

My name is Shri Krishan Mittal known as Dr. S. K. Mittal. Aged 56 years

B.Com (Hons) LLM & Doctorate in Social Science. I am recipient of Udyog

Patra from H. E. President of India Dr. Shanker Dayal Sharma. A Major

donor to the Rotary foundation I was Asst. Dist. Governor R.I. Dist.

3180 and President of Rotary Club of Mysore West & office bearer of

different business & Industrial Associations & Chambers.

 

I am serving speechless animals since my child hood and since last 15

years I am associated with Mysore Pinjarapole society ® serving more

than 2500 speechless animals as life member, Managing Committee member &

Committee Chairman . I was instrumental in constituting Akhil Karantaka

Gauraksha Sangh ® as Founder President. It is a none name in in the

field of animal Welfare , preservation and prevention of illegal

transportation & slaughter.

 

After PCA (Establishment of SPCA) Rules were passed in 2001, our efforts

brought fruits and SPCA Mysore was constituted underv the Chairmanship

of D. Commissioner, Mysore & other government officials & I as founder

Vice Chairman. There are 100 plus Goshalas in Karnataka and to bring

them on one single platform , Karanataka Goshala Mahasangh ® was

established under the divine leadership of Sri Sri Sri

Balagangadharnatha Maha Swami Ji of Sri Adi Chunchangiri Mut & I was

given pride of founder President ship. My book Animal Safety Law Guide

of Karnataka published in 2001 and can be found in hands of Animal

lovers, law implementers, & lawyers.

 

There are hundred of incidents, to be shared with you BUT now I want to

concentrate on my tenure as Member Animal Welfare Board of India. In

May/ June, 2006 I received information about my nomination thanks to

Union Planning Minister of State Mr. M.V. Rajshekharan & in 1st Board

meeting I was given responsibility as In charge Karnataka & Kerala

Regional Sub Committee, Member Editorial committee, Staff Welfare

Committee, Performing Animal/ Film Screening Committee, Inspection on

Slaughter houses of Karnataka & kerala etc.

 

I received fullest cooperation and guidance from Honorable Chairman Maj.

Gen. Dr. R.M. Kharb AVSM, Honorable Minister and officials of

Environment & Forest Ministry, Concerned Ministers & Officials of

different States, Officials & Staff of Animal Welfare Board of India &

love, affection, cooperation, support & Guidance from Honorable Vice

Chairman & Co- Members in successful working.

 

I tried to complete the assignment to best of my ability. During

inspections, I gave genuine & factual reports free from any influence.

In this course, I found that certain AWOs showed some other,s properties

and were claiming grants.

 

It was my duty to bring all this anomalies to the notice of AWBI & i.e.

what I did BUT at the cost of facing false complaints. Threats and

attacks on my life.

 

In some places, I found closed- defunct-organizations & at some places

misuse of Central Government Schemes. In this process, perhaps, I could

not satisfied a very strong group and antagonized with them by not give

favorable but false report & result is that since last few months I am

facing their attack by calling me

 

1. Less experienced animal lover

2. Complainant to CBI,

3. Belonging to blacklisted A.W.O ,

4. Demanding favor like guest house or police protection

5. Attending function without invitation

6. Calling Media to get photo and lime light

7. Taking bribe

8. Conducting / patronizing Illegal Cattle Race

9. Broker of Meat Traders

10. Propagating the names with whom I have shaken hands Etc

 

1. I have already narrated my academic qualification, experience and

faith of my mentors who gave me responsibility & are happy with my

performance. I have documentary proofs also in support.

2. A false allegation on me and on oath I can say so.

3. A false allegation. As narrated above. I have named the

organizations I belong to.

4. A false allegation. As a matter of fact, as member AWBI, we are

entitled to Air Fare, Car / Taxi fare, Hotel Payment. In case, I have

been provided Government Guest House or Government vehicle, it is saving

Board or to the Government. More over, whether the persons, who are

generating these allegations, are not getting these so called favors. I

feel, I travel in better Car and stay in better Hotels in my personal

travel.

5. I attended ABC program meeting in Earnakulam though I was Guest

of Honor, I went in my own Car & did not stayed in Govt. provided

accommodation still one fellow member alleged that I attended the

function with out invitation asked for Car & accommodation. In fact

those Honorable members actually, were provided accommodation and

vehicle. Of course, after I sent the copy of Invitation and proofs,

these fellow members had to shut their mouth.

6. What reply shall I give? In public life, can we avoid Media? If we

speak worthy matter certainly, there will be more coverage. I am great

full to Print & Electronic Media who gave such importance & covered me

thanks to importance of issue and thanks to AWBI.

7. A false allegation only to tarnish the image. I challenge each and

every one to substantiate their allegation with proof or they may be

facing defamation and other legal proceedings. Already, one case is in

process.

8. There is no legal provision against Cattle races except

provisions of Transportation rules . Even Elephant Polo kind of cruelest

animal games could not be stopped. Very recently, Board could get

Interim stay on Jalli Kattu event from Ho'ble Supreme Court. Still, I

tried very sincerely to have a curb on Cattle races in Kerala and

succeeded in Pallkad. In Kakkur I was informed that it is a famous event

in which inter state Cattle pair takes part and this event is in

practice since many decades. I was called by State Sub Committee member

and though, I came back from Delhi earlier day after attending the

launch of pilot CNVR project, I traveled by BUS and reached Earnakulam &

Kakkur. BUT to surprise, because of advance intimation there given by

Earnakulam SPCA, no out side participant was there. I was handed over

Health Certificates of all the Cattle along with application showing

their originating place. So, there was no question of any violation of

Transportation of Cattle Rules. Under the circumstances, there was no

option to come back but , I proceeded one step further & that is to have

dialog with organizers & to request them not to organize these kind of

events. I mentioned that it is violation of PCA Act performing of animal

rules & they agreed to announce from the dais accepting the correction

of their mistake. I mentioned about cruel part of the event and Mr. T.M.

Jacob Advocate and Ex-Minister tendered apology. In charged political

atmosphere where Police was helpless & switched off Mobile, a egg was

thrown towards Mr. T.M. Jacob and some part fall on me taking the

sacrifice of my Mobile. All certificates, letter of Mr. Jacob, my report

etc are available with AWBI.

9. A false allegation to tarnish my image as a Gau Sevak. , I am not

a orthodox, vegetarianism propagator though I am pure Vegetarian and can

not eat even onion & Garlic. If, I would had brokered for them, I would

not had faced life attacks on me. Certainly. I am no one to force my

eating habits on others. Number of FIR lodged by me and court cases

butchers are facing and illegal slaughter houses are closed. The day, I

will scarify my life for this cause, that day perhaps buters will

celebrate Dipawali / Id.

10. In my resume, I have mentioned that I got inspiration from Great

leader Smt. Indira Gandhi & these words have become a point of jealousy

for some one. Can't I draft my resume as per my choice.

11. Dear friends, The Growth in number of Animal Welfare

organizations in two States even my nomination as Member to Kerala State

Animal Welfare Board, the spontaneous Press coverage it self speak about

the working. On the other side, the effected group, as I mentioned

above, because of my genuine reports, is facing heat . If any one of you

had been in my place, would had given the same report and of course

faced the same music.

Mittal was never asked to do the inspections of the slaughter houses in

Kerala and Karnataka.

 

The first letter from the supreme court of India dated 10th Oct.2006

asked the AWBI to conduct the inspections.

 

The AWBI in turn designated the job to two animal welfare activists in

Kerala and Karnataka.

As per letter no.9-6/2005 PCA dated 8th Nov.2006 [the copy of which is

with the A.H.dept. in Kerala Mittal's role was coordinating the

inspection in both states.

 

The gentlemen designated by the AWBI in both the states are asked to

send the inspection report in detail with photographs in a bound volume.

 

There is a copy of the letter sent by Mr. A.G.B Babu to the Kerala

A.H.Dept to send him the list of experts in Meat hygiene who can

accompany him in the inspections.

Accordingly, the A.H.D. released the service of Dr.Surendra Nath, Dr.Uma

Maheswaranand Dr.C.Ramesan Babu on 7th Dec.2006.as <http://dec.2006.as/>

the deadline for inspections were fast approaching.

There were enquiries from the Kerala state why the inspections were not

taking place to as directed by the S.C.to <http://s.c.to/> which the

then Secretary to AWBI Dr.balasubhramanian replied that Mr.S.K.Mittal

was in the Middle East on a trade tour and he has to come back.

 

In fact there actually was no need for the presence of Mittal for the

inspection, compilation or sending the bound volume of the reports

regarding slaughterhouses but still the AWBI Secretary waited for the

arrival of Mittal from his foreign jaunt and the hurried inspection tour

was conducted on 5th,6th,7th,and 8th of Jan.2007.

 

The S.C has clearly directed the " AWBI to conduct a detailed examination

of the slaughterhouses and file the report " but Mittal has browbeaten the

AWBI Secretary and the tour was postponed as per his convenience.

 

Further, the S.C. has asked for such reports from all the respondent

Indian states and U.Ts and in nowhere you can find such a report. The

one man " Mittal Commission' report is what Mittal termed it in a press

meeting..

Mittal's Question about " how much time one needed for visiting a

slaughter house " itself shows that the man has not even done the basic

arithmetic for such things.

 

A slaughterhouse in Kerala wakes up around 4'O clock in the morning.

The inspection team has to be there at that time to see how the animals

are brought there, whether there is ramp for the receptacle etc., apart

from the actual slaughtering and the allied processes.

 

These are all foolish remarks

As required by the S.C.the inspection team has to spend at least three

hours in a slaughterhouse to comply with the directions from the S.C.

Where it is written or directed? It is false

About the Kakkur race please don't believe what the crafty organisers

say about the tradition. Please subtract a 100 years from the 120 yr.

tradition of the race. The race was actually started by the Ex' State

minister T.M.Jacob..

 

 

 

All above allegations / comments were replied by me in previous months

and after examination & discussion in Executive committee / Board

meeting found false, baseless and complainant / forwarding person was

informed by the Board.

 

I am unable to understand that in what capacity, Mr. Yohman Jose is

asking these questions? What interest he has in Kakkur Cattle Race or

Inspection of Slaughter Houses. Why he donot write to me or to AWBI for

his clarification & satisfaction. He is welcomed to visit AWBI Chennai

to see all records and I am ready to be present there.

 

For his above comments, In nutshell, I can say that he is living in

fool's paradise and cooking false stories. I have never met this person

and I feel that he is playing in some wasted interest to divert effect

of my inspection on them like People for Animals Thiruananthpuram or

People for Animals, Mysore
