The revised draft applies to all animals that are not slaughtered for food or other commercial use, such as cats and dogs. Those found guilty face fines of between NT$100,000 and NT$500,000. Repeat offenders who commit the same crime within two years of the first will be fined between NT$200,000 and NT$1 million. Following Executive Yuan's approval, the revised draft will be passed to the Legislative Yuan for deliberation. The Cabinet's Council of Agriculture (COA) said that the incidences of animal abuse in the country have escalated in recent years. By raising the penalties for animal abuse, the COA hopes to reverse that trend. The revised draft also includes measures that would allow animal protection authorities to rescue and confiscate animals that have been seriously abused. If implemented, the revised act would also prohibit catching animals by means of poison, electric shock or other inhumane methods unless previously approved by relevant authorities. County and city governments would also be required to provide " appropriate public spaces " for pet-related activities under the draft revision. Copyright C 1999 - 2007 The China Post. The Cabinet approved an amendment to the Animal Protection Law on Thursday to allow the names and pictures of those who abuse animals to be publicized. They also face stiffer fines under the new regulations. A Cabinet official said that the amendment is aimed at cracking down on an increasing number of animal abuse cases. He also said the changes in law will give local authorities the right to take animals suffering abuse to animal shelters. The amendment also bans the use of explosives, poisonous gas, electric devices, anesthesia, firearms or tongs without permission when capturing animals. And local governments are required to provide proper public space for use by pet owners.
