Guest guest Posted December 12, 2007 Report Share Posted December 12, 2007 A few years ago a Question was raised that Since Quails Come under Sch IV of Wildlife Protection Act 1972 & its breeding and sale cannot be done without obtaining Licence under WPAct. In many states illegal sale of Quails (Japanese Quails),coturnix coturnix japonica, in name of poultry goes on unchecked. The hand book of Birds of India & Pakistan by Dr.salim Ali has mentioned the existence of this species in nature and these are present in wild in Northeast states.These are protected under schedule IV of Wildlife Protection Act 1972. Mr.S C Sharma,then Jt.Director(WL),Govt. of India has mentioned in his letter {No.3-22/84(WL-I)dated 2.11.1988 }to All forest secretaries and Chief Wildlife Wardens that species has been covered under Sch IV of WPA 1972 and there fore any breeding in captivity and trade in the species is governed under sec.48 of the Act. This was recommended by a committee of Indian Board of wildlife in its meeting dated 20.8.1988. I nthis letter it is mentioned that CWW may consider granting of Licence to persons who are already in trade and against whom no complaints are pending. Similarly Mr.Kishore Rao then DIG(WL) has also clarified in his letter No.3-22/84/FRY(WL) dated 27.6.1997 that it would not be appropriate to delete these from WPA 1972.Any one wants to deal with it should get licence from the competent authority.To simplify they have delegated the powers to Officers of Animal Husbandary Deptt. not below the rank of Vety.astt.surgeons under wildlife Protection Act and also asked the Jt.Commissioner Poultry to Issue notification in this regard and issue licences under intimation to Wildlife deptt. As per sec 44a(IV,V),44b,48 etc the licence has to be granted to persons who are already into trade and has experience but the poulterers are not experienced in handling wildlife??? Secondly, from where the White quails came.Has the University has any permission from wildlife Deptt. for Genetically breeding or hybridization of quails??
