It states: 'Initially, Suraksha was envisaged as an intensive rabies control project, but later special services were added to it and volunteers played the role of nurses to abandoned and sick dogs in the city.' In fact Suraksha has always been a killing programme, and the nearest thing to nursing dogs in Trivandrum have seen as been an injection of a lethal substance! The article goes on to say that 'To catch an infected dog, and to kill and bury it, the Corporation pays the volunteers Rs 20'. This is clearly in breach of the ABC rules, as a vet needs to be present when a dog is euthanized, so it also begs the question what substance is being used?
