I am not currently a member of the AWBI but I felt I must respond to the letter from Mr. Rishi. Let us hope that Kerala responds positively. It has been a problem State for animal welfare issues but there are small groups and individuals in the recent past who have started to make some difference and we must support them as much as possible. These include Animal Rescue Kerala (Avis Lyons) and Mr. A. G. Babu and several others. If anybody reader wishes to write to the Kerala Government officials addressed below, please do so politely reminding them of their responsibility to stop the illegal and barbaric killing of dogs. We can only succeed with the help of these officials, so please be polite but firm. S. No.1/2008-09/PCA 7th April, 2008 Sub: Illegal killing of stray dogs under the " Suraksha " programme by the Government of Kerala - Reg. We have received few Press Reports and reliable information from animal welfare activists that the Govt. of Kerala has started a project called " Suraksha " to control the stray dog population in all the Municipalities/ Corporations. It is learnt from the news paper reports that the Animal Husbandry Department has engaged few volunteers in the name of " Vet Volunteers " to catch the stray dogs and they are being paid Rs.20/- per dog. It is also stated that the dog catchers are facing difficulty in burying the dogs which are caught and killed by them and Corporation is yet to provide them land for burying them. You may be aware that the Government of India has notified the Animal Birth Control (Dogs) Rules, 2001 for effective implementation of Animal Birth Control Programme and Anti - Rabies Vaccination programme for prevention and control of Stray Dogs, which is acceptable scientific and humane method of controlling Stray Dog population. During the inaugural meeting of the Kerala State Animal Welfare Board held at Thiruvanthapuram on 29-30 May, 2007, it was decided to implement the above ABC/AR programme in all the Municipalities for effectively controlling the population of stray dogs. However, the dog killing in Kerala is still continuing, which is a matter of great concern. As per the Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, New Delhi letter no.F.No.30/9/2006-WELFARE dated 26.5.2008, it is informed that " if any Govt. Servant indulges in act of cruelty to animals he will be making himself liable for action under Prevention of Cruelty to Animals Act, 1960. Besides, the punishment under the Act, he would also make himself liable for action under CSS (Conduct) Rules for conduct unbecoming of a Government Servant. It may be noted that for dealing with the problem of stray animals, there are designated agencies in Govt./Local self-government organizations etc. Such organizations regularly undertake inoculations, sterilizations of female animals etc. Recognised Associations in Govt. colonies may approach such institutions for redressal of their grievances. All the problems of stray animals have to be handled within the institutional framework available and no association, recognized or unrecognized, shall take recourse to action on their own, either themselves or through any person employed by them like security guards etc. May, I therefore, request you to kindly issue necessary directions/instructions immediately to the officials concerned to stop killing of stray dogs under " Suraksha Programme " . ABC/AR programme should be implemented effectively by all the Municipalities/Corporations of Kerala state and AWBI is willing to assist technically and financially to an extent of 50% of the cost as was intimated by Maj.
