A few yards from Amchang wildlife sanctuary, baffled villagers spotted the deputy director of the animal husbandry and veterinary department stuffing a dead deer nervously into a sack under the grey dawn sky today. Within minutes, the police arrived, after being informed by the vigilante villagers and arrested Shivaji Barua from the very campus where he promised to ensure animal welfare. And where he was caught red-handed with the dead barking deer. Venison is a delicacy in these parts and despite stringent laws against killing the protected animal, people living on the fringes of the sanctuary kill the deer for meat. But never before has an animal husbandry official been caught in the act. Barua, of course, did not sully his hands in killing the animal. The poaching was probably done by contract killers. There is a method in this poaching madness, explained the deputy ranger of Amchang, A.K. Das. Hired poachers usually kill the " desired " animal and leave the sanctuary. The " employer " then collects the carcass from the spot mentioned by the poachers. In Barua's case, the killers may have thrown the carcass into the campus of the animal husbandry department, so that the official did have any problems collecting it. Two more persons were with Barua when the villagers spotted him, but they fled when they saw the police. Barua has been charged under sections of the Wildlife Protection Act and has been sent to judicial custody by the court of chief judicial magistrate in Kamrup. Preliminary tests suggest that the deer was killed using firearms. Though the barking deer is still not counted among the endangered species, the government has imposed a ban on its hunting. What has shocked animal rights activists is that Barua had worked in Manas National Park for more than a decade as a veterinary officer. " Barua has violated ethics. As a veterinary doctor, his duty is to save animals, " Bibhab Talukdar, secretary general of Aaranyak, an NGO, said. Following a tip-off, a team of forest and police officials raided the residence of Manu Bezbaruah in Dispur this evening and seized the animal hide, two horns each of mithun and deer and three teeth of wild pig. The venison was found in the refrigerator. A double barrel gun with 75 rounds of ammunition, two rifles with 29 rounds, one bow with nine arrows, two magazines, two leather covers of pistols and 132 rounds of ammunition of small arms were also found in the house. The small arms are missing, as is their owner. Bezbaruah was said to be with the state animal husbandry and veterinary department official, Shivaji Baruah, when villagers caught him trying to stuff venison into a sack near Amchang Wildlife Sanctuary on Tuesday. Bezbaruah, however, slipped away before the police arrived. " It is certain that all the wildlife articles barring the crocodile skin are from the nearby Amchang wildlife sanctuary, " an official said. The raid was planned out yesterday but could not be conducted because of logistical problems. " We were right on the job from the day Baruah was arrested and had started investigating, " the official said. Baruah is now in judicial custody. " It looks like Bezbaruah is a well connected person and enjoys political patronage, too, " the official said. " At this stage, we think he is the kingpin of the deep-rooted racket which may have international links.
