Maybe join in the activities, meet the staff and do something about this.

If you have so many strays you can contact them to list your strays as the next

mass sterilization project or having them spayed with low cost.

Now I tried to keep all strays in my house. the dogs are fine but it is

difficult to keep stray cats always at home.

I ever go to the police to report the case but the police suggest just to

throw the strays to another area, which will make the problem worse, of

course I didn't do that.

and there is also some people in my community who having monkey in small

cages, dog in small cages.....etc but no action from the local government.

I wonder if there is any law of animal rights here, I wish I can help more,

so I wish can discuss this case with you.
