Hi All,

 

 

 

This is what happened in Hong Kong yesterday in our Legislative Council, on

the regulation of pet shops/breeders industry.

Recap of the panel meeting (13-May)

 

These were the main points discussed in the meeting, as far as I can recall

:

 

** Comments from NGOs/deputations

 

1. All the NGOs & the HK Breeders Association presented their views.

Each org had about 3 minutes to speak

2. HK Breeders Association said that they would like pet breedings to

be licencsed/controlled in the same way as other " livestocks " like

pigs/chickens/cows.

3. Animal Earth welcomed the amendments but questionned the rational

and afcd's " consultation " process leading up to the hobby breeder loophole,

i.e. (f)(iii)

4. Animal Earth stressed the need for transparently, responsibly, &

humanely treating any affected animals when the new law comes into effect

5. HK Pet Friends Union questionned the rationale for the

" 1-breed-2-bitches " and suggested that breeding frequency would be more

appropriate to protect the well-being of the animals concerned

6. HK Pet Friends Union provided overseas (New Jersey)'s experience in

prohibiting dog breedings to exceed one litter per year

7. SPCA welcomed the new conditions, but has reservation also on

(f)(iii)

8. Hong Kong Veterinary Association welcomed the amendment

9. Dr Katriona Bradley welcomed the amendment

10. Ms HO Loy welcomed the amendment but also expressed concern in the

hobby breeders loophole

 

** Comments from LEGCO Members

 

Mr Albert Ho -- questionned whether licensing for pet traders and

breeders are different; questioned the rationale being the hobby breeder

loophole; suggested waiver for agricultural land use can be obtained for

breeders operation

 

Mr Wong Yung Kan -- requested that proper breeder licensing should be

explored instead of allowing hobby breeders, and mixing up with animal

trader licences

 

Ms Salina Chow -- requested the hobby breeder loophole be removed; asked

afcd why it could take 9 months for breeding operations to obtain proper

licence; demanded that the bill be thoroughly studied before bringing to

legco again.

 

Ms Audrey Eu -- questionned the rationale & practicality behind the

hobby breeder, specifically the feasibility of controlling, detected the

1-breed-2-bitches requirement for home breeders

 

Mr Cheung Yu-yan (Chairman) -- overall, not satisfied with AFCD's

explanations especially on the lengthy licencing procedures, the

non-one-stop-shop approach to licensing, and the hobby breeder loophole;

blaming afcd officials for taking members " round and round and round without

answering members' queries " ; asked afcd to go back and provide work out a

thorough scheme.

 

That's all I can remember.

banner at the top saying " current loop hole " and lets get all our friends

pet shop dogs walking through it. I have 3 and my friends 3 pet shop dogs

we can put a label around the dogs neck saying " I was a pet shop dog " I

have all my vet bills from all the problems they have from BAD BREEDING !!!

We have lobbied some legco members to support us too.

And you're right, public attention is important.

 

Do you think we can stage a mini-protest outside legco entrance on 13-May,

as usual ?

Gimmick -- how about an elephant going thru a giant rat hole? meaning that

that tiny loophole (i.e. allowing hobby breeders) will bring huge

opportunity for unscrupulous merchants to exploit
