Guest guest Posted October 20, 2008 Report Share Posted October 20, 2008 To Dt. 20TH OCT 2008 The RDC, Bhubaneswar Cuttack Animal sacrifice is illegal under both Central and State laws Animal sacrifice is illegal to perform under PCA Act. 1960 and IPC Sec. 428 and 429. Both the Priest and the owner of the animal can be fined and jailed upto 5 years, if a complaint is lodged against them with the local police. Executive officer is responsible for the sacrifice takes place if it is govt. temple. Sacrifices are not simply hiding under the blanket of God-propitiation but are being done at the behest of animal skin/bone/meat sellers to serve some commercial interest. Section 2(b) of the Andhra Pradesh Animals and Birds Sacrifices (Prohibition) Act, 1950 defines " Sacrifice " as the killing or maiming of any animal or bird for the purpose of any religious worship or adoration. Animal sacrifice is cruel manner, the following legal provisions can be used local Municipal Corporation Acts, Pollution Act, Prevention of Cruelty to Animals Act 1960, Wild Life Protection Act 1972, Indian Penal Code (IPC) Section 268 of IPC. All animals have been brutally killed in the name of a religions written by noted animal activist Maneka Gandhi in Orissa daily " Dharitri " paper. I have also ledged an FIR, in the sec. of IPC 429/109/34 IPC/11(i) PCA Act against Tahasildar, Banpur, Udayanath Pradhan, President Lalit Mohan Pattaniak of Bhagabati Temple at Banpur, P.S. case No. 2001/06, Banpur Police Station under S.P., Khurda. Last year 2007 inspite of several warning from different organization, the temple authorities the authorities of Birgobindpur Dakhinakali temple under satyabadi block of Puri district have killed more than 1200 goats infront of the temple in the presence of local administration that to sitting justices, bureaucrats,local mp,mla and so many vips in the name of religion. As a Honorary Animal Welfare Officer of Govt. of India, Head office at Chennai I have informed in this incident also highlighted in local Newspapers.Animal Welfare Board of India (AWBI),GOI, sent a letter and advised me to send this letter to the Collector and S.P for further necessary action. Therefore, we shall request you to this sensible matter and give a strong instruction to the concerned authorities to stop animal sacrifice at Birgobindpur dakhnkali Temple ensuring Kalipuja festival 2008.
