A STAFF REPORTER

 

*Sept. 14:* The brutal killing of a homeless dog on RG Baruah Road has

forced the Kamrup (metro) district administration to order a probe.

 

C.K. Bhuyan, the sub-divisional officer (Sadar), said the dog was allegedly

beaten to death by some local youths and the matter was brought to the

notice of the administration by Azam Siddiqui, a Guwahati-based member of

the Animal Welfare Board of India.

 

" After going through the petition filed by Siddiqui, the administration

deems it a fit case for probe and asked Geetanagar police station to

register a case. I have issued an official order on September 12 and asked

Geetanagar police to investigate causes and circumstances that led to the

killing of the dog and punish the culprits, " he said.

 

Under Section 11 of the Prevention of Cruelty to Animals Act, 1960, it is a

punishable offence to beat, kick, torture or cause any pain or suffering to

an animal. It is also an offence to kill or maim an animal under section

428, 429 of the Indian Penal Code (IPC) 1860, Bhuyan said.

 

Siddiqui, who is a master trainer in Animal Welfare Board of India, said the

incident occurred on August 13 evening when Yasmin Ahmed, a resident of

house no. 257 (opposite Usha Court building), heard the cries of Jimmy, the

dog. He said what she saw next was shocking and unbelievable.

 

" Five boys were mercilessly beating the adult dog with iron rods. The young

lady grabbed the rod from one of the boys and begged them to stop. The boys

refused to listen claiming that 'Jimmy' had bitten one of them and had gone

mad and that he deserves to be killed, " Siddique said.

 

Yasmin, however, refused to listen to them and managed to rescue " Jimmy " and

chase away the boys. She called for help from a nearby garage and rescued

the blood splattered body of the dog.

 

Jimmy was administered first aid but was in severe pain and bleeding

profusely. On the morning of August 14 he died before he could be been taken

to a vet.

 

According to Siddique, the boys who carried out this offence could be local

youths. Residents fear a repeat of such crimes if the law does not

interfere.

 

Welcoming the probe, Siddique said in the fast growing city like Guwahati

cruelty to animals has become a regular phenomenon, which must be prevented

under any circumstances.

 

Bhuyan said, " I do not know what would be the outcome of the probe or how

much the police would be successful in punishing the offenders. But it will

definitely create awareness in preventing cruelty to animals. People must be

sensitised that cruelty to animals is a serious offence under the law, " the

officer said.
