He had spent his entire life in captivity, believing that he was special and that people would look after him. This 11 year old giraffe was a handsome, third generation, Kolkata-born resident of the zoo. But when he died in a tragic incident allegedly from human error, the Central Zoo Authority unceremoniously declared that he was a foreign animal and none of their concern. If this is a legal fact, then the regulations must be urgently amended. Animal welfare is a part of India's culture, and a legal requirement. Every animal has the right to a dignified existence, particularly in the care of a state zoo where the requirements for captive conditions, care and transport are mandatory. Whatever the circumstances, if the Member Secretary of the Central Zoo Authority of India did indeed say such a thing, it is shocking and inexcusable.
