These domesticated animals-abandoned by their owners who find them no longer useful-are not able to find food and shelter on their own. The problem is compounded by the fact that in suburbs like Dombivli and Kalyan, KDMC does not have a rehabilitation center for such aged, often disabled and disowned animals. Nilesh Bhanage, a PAWS (Plant and Animals Welfare Society) founder says, " KDMC has a cattle-pond opposite Pragati College in Dombivli-east. We had approached the commissioner of KDMC in 2007, with a proposal to build an animal hospital on that premises. We are still following it up with KDMC. But we are yet to get an approval due to red-tapism in our corporation. We have two ambulances to ferry injured animals upto Parel hospital. We ferry animals from Badlapur, Ambarnath and Ulhasnagar to Parel. The long journey is traumatic for them. There are a large number of animals in these areas and a hospital is badly needed. " Members of another NGO, In Defense of Animals (IDA)-India, which holds camps for horses in Karjat and Kalyan regularly also, feel that it is high time KDMC provided space for a rehab center. Says Dr Amit Sharma, a veterinary doctor with IDA, " There are so many animals wandering on the roads in the suburbs, especially Kalyan. These are mostly working animals like donkeys, ponies, horses and bullocks, which are no longer good enough to earn for their owners, or are suffering from chronic illness, irreparable injuries and fractures due to common road accidents. These poor creatures are thus let off by their owners in public places. " He added, " Without proper feed, water and shelter their worse condition becomes worse. If the corporation or an individual provides us with some land, we can build a shelter for such animals. We have an ambulance which carries animals and it can be pressed into service here. " Naina Athale, managing committee member of IDA-India, informs, " Abandoning pets is also a criminal offence under the PCA Act (Prevention of Cruelty of Animals Act) of the Central Government. " When contacted, Aziz Shaikh, deputy commissioner, KDMC, said, " No decision has been taken yet on the proposal. There are no other plans.
