Cruelty on rise

The rise in animal cruelty cases in Hong Kong is alarming.

It is not uncommon to see stray cats and dogs on the city's streets. You can

tell they are strays from the obvious signs of neglect.

I cannot imagine how irresponsible some pet owners can be.

People should think twice before buying a pet. They should consider the cost

of keeping it and ask themselves if they have enough room for an animal in

their flat.

I would also like to see stiffer penalties for people found guilty of animal

cruelty and neglect. I think this would act as an effective deterrent.
