Sub: Regarding discreet preparations to conduct illegal cattle races in

Pathanamthitta district

 

Ref: (1) Relevant portions in the P.C.A.Act 1960 and the Performing Animals

Registration Rules 2001

(2) The Supreme Court Order staying animal races in Special leave

petition to appeal civil No(S)11686/2007 dated 30 /01 /2009 in AWBI v/s

Nagaraja & others

(3) Banning of Kakkoor cattle race and " maramadi' in Ernakulam

District as per Ref.1 & 2 above

(4) Banning of such races as cited above in the subject by the

Pathanamthitta Collector last year

(5) Our telephone conversation on the above on 28th June,2009

 

 

 

It is reliably learnt that a group of people under the guise of promoting

" farm festivals " have started discreet preparations to conduct illegal cattle

races in Pathanamthitta district with the tacit support of a handful of

State Government officials and people's representatives.

I request you to ensure that no such illegal animal races take place under

your jurisdiction as it will amount to a breach of the law of the land and

contempt of the Order from the Hon.Supreme Court of India.

 

I request you not to be swayed by the arguments of the " cattle racers

lobby " , that they would conduct the races without violations. On what

acts,rules and court orders these races were banned last year by the

Pathanamthitta District collector , those same laws and court orders are not

amended so far and still exist in our Republic.

 

The Central P.C.A.Act 1960 and the Performing Animals Registration Rules

2001 and the Supreme Court Order referred above unambiguously insist on the

written permission and registration certificates (for the animals) from the

AWBI for conducting animal races of this sort anywhere in India.

 

I further request you to get the legal or such clarifications if

needed, from the Animal Welfare Board of India under which the

Pathanamthitta SPCA works.

 

I am sure you could succeed in instilling, better sense and respect for the

law of the nation, among the handful of the cattle race rpromoters of your

District and stop them from conducting such illegal,inhumane and sadistic

sports.
