(IN) Kerala to be made Rabies-free by 2015 by Introducing New IDRV Vaccine

Dear All,

 

The attached article says that came up in the Indian Express on March 4th says:

 

>About the launch of the new  Intra- Dermal Rabies vaccine(IDRV) to be

made available through Govt. Hospitals and IDRV clinics yet to be set up(1

already inaugurated at the General Hospital, Trivandrum);full dose to all

people.

 

>They have referred this as a 'life-saving vaccine'.

 

>They have found, mainly this solution to make Kerala Rabies-free by 2015.

 

>That the Kerala Govt. had been spending Rs.36 crore(Rs. 360 million!) for the

procurement of rabies vaccines(Intra Muscular vaccine) each year.

 

>Nearly 70 deaths occur each year in the state due to rabies.

 

>The stray dog population in the state is 2,75,198.

 

>The state has decided to go in for an inter-sectoral combination  with

the Department of Animal Husbandry and Local Self Govt. for curbing Stray Dog

Population.

 

(Please Read the last part again; Are they going to captivate the Dogs? they

have mentioned curbing stray dog population. If it had been stray dog menace in

that place it would have meant only checking the incidence of

dog-bites/so-called menace. But as they have used the word 'curb' with reference

to dog population/dogs it definitely means by this sentence to a

vocabularily-rich(grammatically wrong usage,sorry!) English user that they are

going to put the dogs in captivation(???))  

 

Isn't this another bundle of carefully made up lies?

 

Talking about so-called 'Menace of Street Dogs',I personally have walked far

and wide at totally-different areas of the city during the day,night and early

morning hours and NOT A SINGLE DOG has ever tried to attack me..

 

I would like to mention about an incident that took place around a week ago.

 

I was trying to read & take photos of a monument erected by a

Communist(Marxist) party after India's Independence and the accession of the

erstwhile state of Travancore of which Trivandrum was the capital, at the spot

where an unsuccessful attempt was made by a communist activist provoked by an

earlier anti-social riot which was put down by the Dewan on Dr C P Ramaswami

Aiyar, the Dewan of Travancore( from 1936-1947). I was just passing by and

decided to have a look at the so-called monument. There were 4 dogs lying near

the monument. The monument shows their real character-As there were injuries in

the cheek of the Dewan after the attempt on his life, they have

kept a statue of a Nose with lewd remarks written on it, instead of trying to

forget an unfortunate incident. The dogs didn't give any notice to me and were

peacefully sleeping. Suddenly two men(later i found them to be Trade union

wallahs) suddenly came and threw stones and used filthy language at the dogs (it

would have hit me) and one of the dogs became violent but ran away.The men very

angrily asked what i was doing.I replied that I was just taking some photos. I

got frightened of the tensed dog and told them that there was no need for

throwing stones at the poor creatures. I am reproducing one of their, reply in

English(ungrammatical as they said in v ungrammatical Malayalam)-   " This

place,old Sir CP, we hacked and he ran away from Kerala. Now only dogs sleep. "

                   

This was a very irreverent(TO- The person at whom the comment was made, Me and

History) statement and i just walked away predicting not even a mention of

'Utopia' in Kerala for the next hundreds of years. In my opinion and

historically, the Dewan was the best statesman India,as you see looking at his

contributions,the personification of the french expression - 'noblesse oblige', 

and personally-speaking, I would literally worship him. In the history of Animal

welfare in India,he was the person who officially initiate the first ban on

hunting while he was the Dewan of Travancore.

 

I would like to mention another incident which my friend Avis(Avis Lyons,Animal

Rescue Kerala) was telling me the other day. She saw a very small girl throwing

a stone at a street dog which wasn't anyway near her, at all..

 

It's the attitude of the people which has to change in Kerala; the govts. make

new policies and programmes which if gets implemented(rarely!) does not get

support of the people who strike against it.
