Vrinda Karat & few CPM leaders met President on 4th Sept.2008 for central intervention as few christen and few Hindus were harassed and killed in Orissa. We wish to inform you that:- 1. Lacs of cows are killed in Kolkata alone violating West Bengal Animal Slaughter Control Act of 1950 as well as Supreme Court's order dt 16-11-94 which means that sacrifice of cow is not an essential religious requirements for Muslims, Hence illegal. 2. All of them are being taken brutally contravening Prevention of cruelty on animals Act 1960. 3. Instead of implementing the order and law of land, police is silent spectator of this great most crime. Beating the Cows hurts the sentiments of majority community. 4. Cows can be seen in great number just before Bakrid in all Muslim dominated localities, they disappear just after Bakrid. i.e. they are illegally sacrificed early on 9thDec. morning Govt. of West Bengal is not interested at all in protecting the cattle wealth or dignity of LAW and ORDER of High Court and Supreme Court. We Hereby request you to kindly meet President, Prime Minister and come to Kolkata and meet Chief Minister of West Bengal, and request them :- a) To advertise that Sacrifice of Cow is illegal, b) To ban cattle markets and movement of cows on roads c) To deploy all forces including army to save the cows and dignity of LAW and order. d) To instruct all senior police officers that if even a single cow is sacrificed in their jurisdiction they shall be sacked. In our opinion this is a greater issue and invites immediate central intervention; without which JUSTICE which is already delayed for last 36 years shall be denied to COWS as well as majority community. If you are courageous, kindly take other necessary steps also so that not even a single cow is sacrificed on pious land of India. You can win the hearts and VOTES of majority community on all India basis, if you try your level best to save the cows. If you are a little lazy, you may lose their support. Chatterjee Date 10-02-03 This is a public interest litigation whereby the petitioners have made a grievance that on the eve of Bakri Idd on 12th February, 2003 there is apprehension that some cows or camels are likely to be slaughtered in violation of the order passed by Apex Court in the case of State of West Bengal vs. Ashutosh Lahiri & Ors. Reported in A.T.R. 1995 S.C.464. Earlier similar matter was moved before us and, we directed in Write Petition No. 2325(W) of 2002 to the State Administration to take necessary steps to see that the order passed by the Apex Court should be implemented. Again this Public Interest Litigation has been filed by the petitioners on the self same issue. Mr. Debasis Kar Gupta, learned council for the State submits that the Commissioner of Police, Kolkata by Memo No. 101 dated 3rd February, 2003 has already passed an order that such illegal action should be checked at all costs. We again reiterate that the Commissioner of Police and the Director General of Police are directed to see that if any complaint is received from any public with regard to illegal slaughtering of cows or camels in that event effective steps should be taken by the concerned police station and for that purpose necessary orders be sent to all police stations. We hope and trust that the State Administration will take proper actions in accordance with Law in case any complaint is received by them. With these observations the writ petition stands disposed of. Since no affidavit –in-opposition has been filed in the matter the allegations made in the writ petition are not admitted. Let the aforesaid memo issued by the commissioner of Police, Kolkata be kept with the record.
