China University Union on the Protection of Animals (CUUPA, http://www.cuupa.org ), an educational program of Animal Rescue Beijing (http://www.arbchina.org ) was launched on Feb. 28, 2009. The first training course for the regional NGO leaders on animal protection was also held on the same weekend. There were 22 university NGO leaders from about 20 regions attended. As the initiator and leader of CUUPA program, ARB invited experts on animal welfare status and program management training to give lectures. The attending students elected the managing team among themselves. During the month after, they recruited team members, made the website and prepared for the first project of poster roadshow on the campus. The CUUPA project was initiated two years ago by ARB who realized the lack of animal welfare concept in the educational system of China, triggered by the many animal abuse cases committed by the university students. Through the project, ARB hopes spread the idea of " respect life and be kind to animals " on the campus as well as promote the input of animal welfare knowledge into the educational system of China with the joint efforts of the students and the faculty. 2. Rural Dog Population Control Program was initiated in Sep. 2008 and carried out in March 2009. There are billions of dogs living in the countryside of China. Most of them run randomly in the villages. The farmers have no idea of vaccinating and sterilizing the dogs, let along the access to such resources. The problem of dog over-population in the countryside is neglected by the government and poses as a huge hidden trouble for rabies control. During July and August in 2008, ARB received about 30 puppies which were left in front of the gate of the shelter by the local villagers. Through investigation in the village, we found that there were about 1,200 dogs living in the village with about 600 families. The farmers were annoyed by the endless breeding of puppies. The local police found it was very hard to get the farmers register their dogs and have the rabies vaccination executed. With the support from the village committee and the local police, ARB held several campaigns in the village market to promote the idea of dog sterilization by posters and brochures. The farmers welcome the idea but could hardly afford the expense of RMB 150 per dog, the minimum we estimated. ARB tried to raise fund for this program. When the weather became warm in March this year, ARB started the program by bringing the pregnant dogs to the local pet clinic for abortion and spay. Up to now, 18 dogs were spayed in three days at the average cost of over RMB 200 each. We plan to set up a surgery room in the village or the shelter which locates by the village and invite qualified vets to come for the operations. That will save much money and time.
