This is required to authenticate via Scientific studies that the Nuisance value of a dog is defined by it's environment and how people react to community dogs, resulting in their response. The High Court of Mumbai has given " discretionary " powers to the Municipal Commissioner of Mumbai to KILL and DESTROY any dog that causes nuisance, which he is misusing and planning to mass kill dogs in Mumbai. An appeal has been filed in the Supreme Court of India and we require authenticated, scientific data to present to the court to explain that nuisance can't be defined with respect to the dog alone and such discretionary powers can't begiven to any single person. Each complaint should be analysed as a seperatecase and only after finding out the actual resons behind each case of dog nuisance or aggression should a committee decide whether the problem is with the dog or whether the people in that area are a nuisance to the dog resulting in such problems. Please send any such data, reference book, material, scientific report that may help us present a strong argument to the supreme court. Such information is of the highest value and moreso if carried out by any agency such as W.H.O. or U.N. We have less than two weeks. Rishi Dev, Citizens For Animal Rights (CFAR), New Delhi.
