But now the dogs (and other animals) have the law to help these animals lead quality life with the Prevention of Cruelty to Animals Act. Animal activist-lawyer Raj Panjwani said the street dog population of Mumbai reduced to 75,000 from six lakh in the last few years. Civic drives, such as to keep the city free of stray animals, had put these animals to a cruel death. Noted constitutional experts Fali S Nariman and T R Andhyarujina made a strong appeal with a legal and a humanitarian approach, on Friday, in the Supreme Court, by securing a stay on Bombay High Court’s virtual death warrant against the poor street dogs. Solicitor General G E Vahanvati, who represented the Maharashtra government, supported these. A bench of Chief Justice K G Balakrishnan and Justice P Sathasivam at last was convinced that the street dogs should deserve a humanitarian legal deal. The Bombay High Court by ordering the virtual extermination of street dogs and conferring the powers of it on the municipal commissioner made a conflict with the all-India law, which provided guidelines for killing street dogs when these are violent or go mad or start biting people. The bench of Justice Balakrishnan and Justice Sathasivam delayed to consider relief for the dogs.
