Guest guest Posted January 26, 2009 Report Share Posted January 26, 2009 The Chief Secretary Govt. of Kerala Sir, Sub: Judicial ban on killing of stray dogs through means other than prescribed in the Central Animal Birth Control Rules 2001. Ref: Supreme Court judgment dated 24-12 2008 in SLP © 69 of 2009 banning killing of stray dogs in India. The Hon. Supreme Court of India in the judgment referred above has effectively banned all sorts of killing or slaughter of stray dogs using methods other than prescribed in the ABC Rules 2001 in India. In the light of the above judgment, I feel the recent circular issued by the Govt. of Kerala permitting all state local bodies to hike and fix the charges for dogcatchers to catch and kill a stray dog @ Rs. 50/- is a violation of the provisions in the ABC Rules 2001 and amounts to contempt of court in the light of the judgment of the Hon. Supreme Court of India. I request you to look into it and revoke/review the circular issued by the Govt. of Kerala at the earliest; so that acts amounting to violation of Rules and contempt of court do not take place.
