Guest guest Posted June 26, 2009 Report Share Posted June 26, 2009 The Trivandrum Municipal Corporation publicise that they are doing the ABC-AR programme.But does their version have any base? *First of all,they haven't formed a monitoring committe which is mandatory as they have no association with any Animal Welfare Organisation or the SPCA in Trivandrum which is yet to be setup.This itself kills their argument that they were and is doing the ABC-AR programme,dead. *According to the ABC rules the committee shall be responsible for planning and management of dog-control programme in which case Trivadrum doesn't have a valid committee even if they have one and hence whatever(in their trademark cruellest fashion!) they are doing isn't valid. *Their dog-capturing squad does not consist of any representative from any Animal Welfare Organisation *Neither the absent representative from an Animal Welfare Organisation or the dog-catchers themselves are making any announcements explaining the concept of the ABC-Ar programme. * 'ABC-Rules 7-(8)''The dog kennel must have sufficient space for proper housing and free movement of dogs.The place should have proper ventilation and natural lighting and must be kept clean. Adults and puppies must be housed separately and amongst the adults the males and females also should be housed separately. Adequate arrange meant for drinkng water and food shall be made for dogs while in captivity'' They have open air, metallic dog-kennels slightly bigger than the size of broiler-chicken cages prone to rain and natural hazards in wich any puppy more than 4-5 months will experience uneasiness in movement. The dogs are usually left with no food or water; the last time i visited the place all i could find in the filthy so-called kennels was a bowl of 'ancient' rice filled with water in the kennel of a female unconscious dog which accoding to them was sterilised the same morning. It was surprising for me to know that they have magic hands that can make the fur grow back after surgery within a couple of hours. It definitely has proper ventilation and natural lighting as it kept in an open ground. *Whilst they were killing (truth as we know) / killing the incurably ill (their version), it used to be done by the dog-catchers who have no veterinary background. *While dealing the furious or dumb rabid dogs no member from any Animal Welfare organisation was present. * The carcassses of euthanised dogs were buried on road-sides or premises from where they were caught as proved by photographs and letters from citizens. Leave alone the more than enough proof, that they were killing; all of the above could make their statement invalid. On the 20th of this month the dog-catchers and their filthy with poo rickshaw were found outside a veterinary hospital in Thiruvallom, Trivandrum. There was a dog in there bleeding from the head which most probably had distemper. When I asked the man who was almost attacking me by that time, why isn't a vet attending on the dog as its state was terrible with the bleeding and was shaking its bottom part?, he said to me that he(dog catcher with no vet training) had just given it an anaesthesia(?). Two dogs had stitches and were half-dizzy and it seemed that they have been operated. I pleaded to him to give the gasping dogs some water but they did not listen and drove off in their rickshaw. After 3-4 days they were again spotted with puppies which were not old enough to be sterilised in the premises of their district vet hospital at Pettah. What can they be possible doing with them? One must imagine the extent to which they may go for money. There was a news report on Asianet News yesterday evening which showed a dog in Calicut, North Kerala with a knife on his abdomen. It was a butcher's knife and that particular dog never to be seen again after some compassionate citizens took the knife out, was apparently the only dog which escaped as some citizens said that the butcher was adulterating meat with dog meat and they had also seen other dog with cuts as the butcher chased them and failed. Unfortunately as Swami Aurobindo said ''Indians have forgot how to think'' and to vote smart( here i mean not just the act of putting the ballot in the box but forming or controlling a Govt. with the principles of true republic). I don't trust the Govt. and hence do not hope to change anything until the people realise.
