The District Collector & Chairman{ex-officio} Kollam Kerala. mob:09447795500 Sir, Sub:increasing number of acts of animal cruelty and violation of animal laws in your district Ref:reports regarding illegal oxen races and slaughter of animals. It is highly deplorable that a cattle race has already been conducted in your district and as per media reports the officer authorised to stop it gave pemission for its smooth conduct.The most annoying thing about it is that the a letter claimed to have been written by Mr..Rajasekar.I.F.S.,Secretary,AWBI giving permission to the organisers to conduct the race was produced by them and the R.D.O.gave permission to conduct the cruel sport on which there was literally a ban imposed by the Hon.High Court of Kerala. Most of the cattle races in Kerala like the Thodupuzha race patronised byState Ex-Minister P.J.Joseph,Kakkoor race of Ex-Minister T.M.Jacob and the notorious Adoor race etc.did not take place fearing violation of the law and the court orders.The Rule regarding Performing Animals Registration of 2001 is very clear that the animals to perform in such races should be registered with the AWBI,and animals which do not possess such certificates should not participate in it. The verdict from the Hon.High Court of Kerala strictly directs the enforcement of this Rule. It is reliably understood that in Nedumpanam Panchayat under your jurisdiction where the conduct of the same illegal race is to take place as per the script already enacted earlier with the help of the " so called permission letter " from AWBI. It is understood even by little children that a law enacted by the Parliament cannot be made invalid by any body other than the law-making body itself. I firmly believe that an organised group with vested interests is behind this act of open defiance and violation of the law of the land and court orders. Kollam has been instrumental in provoking the Hon.High Court of Kerala to take suo motu case and deliver the landmark judgment of ordering the closure of all illegal slaughter houses in the State a couple of days before. I have asked the Kollam SPCA to give a complaint to you so thst no further violation of the Rules and Court orders take place;but they seem not so enthusiastic --hence this personal request on behalf of the AWBI.
