The Corporation facing punishment in the contempt of court charges from the High Court of Kerala for slaughtering stray dogs roped in Mr.K.E.Mammen an old " Gandhian " who invented the theory that Gandhiji advocated the killing of stray dogs. Then it was the Ombudsman for Municipalities who dramatically asked the Corporation to expedite the " disposal of stray dogs " despite the clear direction of the Supreme Court not to harm the strays. Now it is the State Human Rights Commission who plays its role by asking the Corporation to elaborate what they have done to stop " stray dog menace " . Still the Corporation has admitted in the Court that no single case of rabies has been reported in the corporation limits. THIRUVANANTHAPURAM: The Kerala State Human Rights Commission (KSHRC) has sought a report from the City Corporation on the stray dog menace in the city. KSHRC Chairman Justice N. Dhinakar gave the direction on the basis of a memorandum submitted by freedom fighter K.E. Mammen to the Commission the other day. The Commission had registered a case on the matter and directed the Corporation Secretary to submit a report within two weeks. Further steps would be taken on the basis of the report, sources said.
