" In Sichuan earthquate area, there is a paucity of water, food, and lodging; the pets that were owned by their onwers became homeless. Without a source of food, they are recently wandering around rubbish heaps and pee and shit everywhere. This only worsens the bad hygienic conditions of the environment. The government is afraid of the outbreak of rabies, neither do they want to see the starving dogs to bite into people's corpses, so they decided to kill the dogs and cats on a large scale, and has established the policy of " killing every pets that are seen " . The City of Dujiangyan posted dog-killing orders. Starting the day before yesterday, the streets were posted with the public notice of " launching post-calamity dog-culling compaign " , declaring that it is strictly forbidden to keep any dogs or cats in the earthquake areas by any individuals or units. The authorities (gov.) of various levels should kill all homeless dogs and cats encountered. Nobody is allowed to stop that, any violators will be severly punished. In addition, the public announement instructed the public not to abandon any corpses of cats and dogs, but have them deeply buried. The city government also strongly sdvise any person biten by the dogs to have the rabies vaciccine injected asap. The compaign is widely welcomed by the people in the earthquate inflicted areas. Some people say, " it is better to let dogs die than let people die " . Howerver, the journalist still saw many homeless dogs and cats on the streets of Dujianyan city on May 20. Before the earthquake, Sichuan province was endemic area of rabies, the quake worsens the situation because it makes hygiene conditions of the quake-infected areas' enviornment very bad.
