How many times have I heard that one: ³We can¹t do anything without

³fill_in_the_blank_NGO² HQ does something, like sign the requisition form or

get approval from the board. And in this case, it¹s more then just plain

bureaucratic bullshit, its a case of species-specific racism. Meanwhile,

animals are being prepared for torture and dissection...
