In today's meeting of the TAPA team leader Dr.Tushira with the Mayor of Kandy there was total agreement on all the topics discussed, but the Mayor was not free to take his own decision because a letter by Dr.Jayasinghe, the council-vet, prevented him to accept the services of TAPA. The present main-sponsor of TAPA had offered 500 birth-control-surgeries for the cats and dogs of Kandy and that offer could have even been extended, but today, as well as on an earlier occasion, Dr.Jayasinghe said, that another group working in Kandy would be upsetting his own program. Now, first of all, his own program is not even taking place, it seems to be permanently in the planning, secondly: everywhere in Sri Lanka various groups are working side by side and never have there been any problems nor can we imagine what kind of problems could possibly arise. You may also remember, that one and half years ago he interrupted a field-clinic of SOFA in a Buddhist temple, which has been held on request of the priest. Recently too, when he found out, that we had a clinic in a private residence, he wrote us a letter saying that we have no right to conduct clinics within municipal-limits. After Mahinda Rajapakse, the President of Sri Lanka, announced the no-kill-policy, for two years he pretended, that the KMC has not received such a directive, only after the Health-Ministry released funds to sterilize female dogs, he suddenly got interested in joining the humane birth-control-movement again, but up to now only few clinics were held. However this is not the last word spoken, the Governor promised to make arrangements at a later date making sure that next time Dr.Jayasinghe would have no power to stop it. For the moment 500 dogs in Kadugannawa, another small town near Kandy, are lucky: because Kandy refused once again, they will be caught humanely and sterilized safely by TAPA.
