Rajasekar, in a letter to the District Collector here on Tuesday, said the Board had received information from reliable sources that an illegal cattle race was going to be held at Chethali under the Kuzhalmannam police station limit. Surprisingly, the cattle race was being promoted by the Society for Prevention of Cruelty to Animals (SPCA), Palakkad, the first organisation in the State registered with the Animal Welfare Board of India way back in 1966, the letter said. It further said that the government of India vide its Notification S.O. No. 271(E) of March 26, 2001 had notified Prevention of Cruelty to Animals (Establishment and Regulations of Societies for Prevention of Cruelty to Animals) Rules, 2001 to establish a SPCA unit in every district. The conduct of cattle race amounted to cruelty to animals prohibited under Section 11(1) (a) of the 1960 Act as it involved beating, over-driving and other physical ill-treatments of the animals to run beyond their capacity. Court order The High Court of Kerala had issued an order (WP ©No.22271/2009) stating that the cattle races were not to be permitted. The court had upheld the directions of the Board and the SPCA, the letter said.
