According to information, a city resident, Pran Nath Bhatia, who is also a member of the District Grievances Committee had lodged a complaint with the PSHRC that stray dogs menace had made human life quite miserable in the city. He said due to sudden attacks by stray dogs many accidents were taking place in the city as panic-stricken residents loose control of their vehicle due to it. He requested the PSHRC to give stern directions to the MC officers and the deputy commissioner to tackle the problem. After the commission sought report from the MC and the administration, the civic body in its reply filed with the commission said that they have already signed a memorandum of understanding (MOU) with an NGO for the sterilization of dogs and the process would be initiated soon. The civic body also said that the proposal was under the active consideration of the Union government and Animal Welfare Board of India, only after which they could take any action on the stray dogs. However, after getting a copy of the MC report, the commission sent it to complainant for his reaction. In his reply the complainant alleged that the report was misleading. Bhatia urged the commission to give necessary directions regarding the menace. He said that the reply of the MC was nothing more than an eyewash. He alleged that in the year 1994 and 1998 when he was the councillor in MC he had got the agenda passed unanimously twice, but since then no action has been taken. He also raised question on signing of the MOU by the MC without inquiring whether the Union government permits it or not. He asked whether the people would have to suffer till the consent of the Union government on the project is got. He said that rather than just doing paper work, the MC should act tough in the matter. Saying that most of the hostellers cited the problem, PUCSC president Amit Bhatia said the maximum number of the feedback forms filled by hostellers had given dog menace as one of the major problems not only on the campus but also in the hostels. Bhatia added that the problem is mainly in the boys hostels where few students were even attacked by a group of dogs in last few months. Despite the fact that the issue had been highlighted among the university authorities nothing had been done so far, he further said. Last month, Ranjit Singh, a sixth semester student of law and a resident of Hostel no IV, and Harshwarden Singh, a resident of Hostel no V, were bitten by a group of stray dogs in the hostel. PUCSC claimed that they had compiled the feedback forms in which the students had come up with such problem that would be submitted to the VC with a representation as soon the university opens. -- Thank you for your compassion !
