Wedderburn was charged with five counts of keeping dogs over five-months-old without licenses, and six counts of failing to put a leash on, or control dogs in a public place. He claimed ownership of five strays to prevent them being put down by the department. Deputy special magistrate Ho Lai-ming in Eastern Court was told Wedderburn was told by the department to collect a dog, which was microchipped in his name, from an animal management center on November 14 last year. An officer at the center told him the dog was among six captured at Hung Shing Yeh Beach on Lamma Island the previous day. After learning the other animals, which did not have microchips, would be put down if their owners couldn't be found, Wedderburn signed documents claiming he was responsible for them.
