No. 22-89/2004-CZA(503)(M) DATE: 05.03.2009* To The Proprietor Weston Circus, 50/B, Elliot Road, Kolkata – 16 (West Bengal). *Sub:- Grant of renewal of recognition to “captive animal facility†in Weston Circus as a ‘zoo’ beyond the period of 30.9.2008 under Section 38H of the Wild Life (Protection) Act, 1972 - Regarding.* Sir, Reference is invited to your letter dated 19.5.2008 received from Tilhar Camp (Uttar Pradesh) seeking grant of renewal of recognition to the “captive animal facility†in Weston Circus as a ‘zoo’ beyond the period of 30.9.2008 under Section 38H of the Wild Life (Protection) Act, 1972. The compliance report as submitted on the conditions stipulated vide this office letter of even number dated 4.9.2006 by your Circus was considered by the Technical Committee of the Central Zoo Authority in its 49th Meeting. The Central Zoo Authority has decided to grant of renewal of recognition to “captive animal facility†of 2 (0:2) Indian elephants in The Weston Circus as a ‘zoo’ under Section 38H (3) of the Wild Life (Protection) Act, 1972 for a period up to *31st March, 2010* subject to the compliance of the following directives under the Recognition of Zoo Rules, 1992:- *S.* *No.* *Relevant Norm No.* *Conditions* *Time Period to comply the conditions* *General* 1. 2 No Circus Operator should acquire any captive animal in violation of the Act or Rules made there under. With immediate effect 2. 5 If essential for the own well being of the animals, the elephants may be kept tied only in one leg with chain/ rope covered by leather tubes. The legs for tying may be kept changing. As and when required 3. 6 The Circus Operator should not exhibit any captive animal that is seriously sick, injured or infirm. With immediate effect *Administrative and Staffing Pattern* 4. 14 The Circus Operator shall have an arrangement with any outside veterinarian to visit the circus to look after the animals on regular basis. With immediate effect *Hygiene, feeding and upkeep * 5. 21 The Circus Operator should ensure that Elephants are provided timely supply of tree fodder like peepal (*Ficus religiosa*), jamun (*Schizigium cumini*) and neem (*Azardiractha indica*) along with the other feed as prescribed by the Veterinary Officer. With immediate effect 6. 24 The Circus Operator should make available sufficient amount of potable water for drinking purposes for each captive animal. With immediate effect 7. 25. Periodic application of disinfectant of the area where captive animals are housed during the camp should be made according to the direction of the authorized veterinary officer of the circus. With immediate effect *Animal care Health and Treatment* 8. 26 Daily walk/ exercise for atleast two hours in the early morning hours should be given to all the Elephants by the trained staff. With immediate effect 9. 27 The condition and health of all captive animals in the circus shall be checked everyday by the personnel in-charge of their care. If any elephant is found sick, injured or unduly stressed, the matter shall be reported to the Veterinary Officer for providing treatment expeditiously. With immediate effect 10. 28 The captive animals should be screened against infectious and contagiousdisease by the authorized veterinary officer. Every Six months 11. 30 Treatment records of all captive animals should be maintained as per the proforma provided by the Central Zoo Authority. With immediate effect *Veterinary facilities* 12. 32 Only in case of any elephant (male/female) is excited, irritated or creating any problem or in musth, the elephants should be more securely tied (may be tied on more than one leg) or other restraining measures can be taken As an when required 13. 33 The circus must procure a set of tranquilizing equipment with essential drugs for meeting the emergencies particularly when they have a young bull elephant which is coming to musth. Six months 14. 34 The Circus Operator should conduct detailed post-mortem of the captive animals that dies in the Circus by the veterinarian registered with State Veterinary Council or Veterinary Council of India and findings of such operation should be recorded for the period of atleast six years. With immediate effect *…3/-* *- 3 -* * * *Maintenance of Records and submission of Inventory to the Central Zoo Authority* 15. 42 (i) For the purpose of easy identification, each elephant should be implanted with microchips in consultation with the respective Chief Wildlife Warden of the State. The details of the same should be forwarded to the Central Zoo Authority. (ii) The Circus Operator shall keep the record of the birth, acquisitions, disposals & deaths of all animals. The inventory of the captive animals housed in the Circus as on 31st March of every year should be to the Central zoo Authority by 30th April of the same year. With immediate effect With immediate effect 16. 43 The Circus Operator should submit the summary of death of animals in the Circus for every financial year, along with reason for death identified on the basis of post-mortem reports and other diagnostic tests by 30th April of the following year to the Central Zoo Authority. With immediate effect A half yearly report regarding progress made in implementation of the aforesaid conditions should be submitted to the Central Zoo Authority. Grant of renewal of recognition beyond *31.03.2010* to the “captive animal facility†in Weston Circus as a ‘zoo’ would be considered on the basis of compliance of the conditions stated above, general performance and physical evaluation of the Circus. The recognition to Weston Circus shall be revoked by the Central Zoo Authority, at any point of time if the Circus Operator is found not complying with the stipulated conditions. *Yours faithfully,* *sd/-* *(B.
